The HISD Office of Inspector General has completed its investigation into the production and distribution of inappropriate pamphlets during an HISD Police Department roll call meeting in May 2007. The pamphlet was entitled “Ghetto Handbook”.
The investigation found sufficient information to conclude that HISD Police Officer Roby Morris was responsible for the distribution of the pamphlet, and found no evidence to suggest that other officers took part in the creation and distribution of the document.
The HISD administration is moving to terminate Morris’ employment with the school district.
The HISD administration will continue to review the findings of the Inspector General for any other action needed, if any.
The publication was incredibly offensive and completely reprehensible. HISD condemns it in the strongest possible terms.
The HISD Police Department has earned well-deserved national accolades for its work. It is the first school district police department in America to be certified as a law enforcement agency. The department is filled with fine men and women who work every day to keep our children and teachers safe at school.
But this incident represents an egregious violation of our standards of conduct and decency.
