The Insite received this information from the Annise Parker for Mayor campaign. It alleges some mighty powerful people have coordinated an effort to get Gene Locke elected Mayor of Houston. They also allege election and campaign rules have been violated. The interesting part is the information was originally uncovered by Peter Brown’s campaign. Since Brown is now in allegiance with Parker he provided the information to her staffers. The Insite is working on a response from officials with HPOU and Locke’s campaign. It will be posted as soon as possible. In the meantime, here’s what the Parker campaign with the help of Brown is alleging:
Peter Brown’s campaign put the attached information together in advance of the general election to try to make the case that Locke and HPOU were coordinating campaign expenditures illegally. While there seems to be a pretty compelling case just in the attached document, there is now a confirmed connection between HPOU’s “independent expenditure” campaign and Locke’s campaign.
At the link below is the HPOU PAC’s November 5th Monthly Filing report. In it, you will see two expenditures to Mission Control for “direct mail cost for independent expenditure in the Houston City Elections.” Additionally, you will find that the expenditure is largely financed by a $50,000 contribution from Bob Perry on October 2, and a $5000 contribution from David Saperstein on October 23. Both Perry and their spouses are maxed out contributors to Gene Locke; the Perry’s on May 7th, the Sapersteins on October 21 (just two days before David Saperstein’s contribution to HPOU!). Perry also gave the HPOU PAC a $10,000 contribution in the previous month’s report. Despite their claims to represent the officers, they are largely financed by a single individual.
Mission Control also appears in Gene Locke’s campaign finance reports several times in his general election 30 day report; their firm is Locke’s direct mail firm. Additionally, during an interview with Nancy Sims, their campaign acknowledged that Mission Control is their mail firm. In a message from their firm, they acknowledge Locke’s campaign as a client.
It is very likely that illegal coordination happening between Gene’s campaign and the HPOU PAC.
