On Sept. 2, 2013, Clemente Ntangola Mponda, a 27-year-old Mozambican national, passed away at Hermann Memorial Northeast Hospital in Houston. Mponda was found unresponsive in his cell at the Houston Contract Detention Facility early Monday morning and was rushed to the hospital where he was pronounced dead by medical staff, due to apparent respiratory and cardiac arrest. An autopsy will be performed to determine cause of death.
Mponda entered the United States on a student visa in 2007. He overstayed his visa and came into U.S. Immigration and Customs Enforcement (ICE) custody in May 2012, after being encountered at the Harris County Jail where he was serving time for a criminal conviction.
ICE officials have notified Mozambican consulate. In addition, consistent with ICE protocol, the appropriate state health and local law enforcement agencies have been notified.
Mponda is the ninth detainee to pass away in ICE custody in fiscal year 2013.
